Burkie my interperatation is it is legal as long as the ball travels one whole revolution before Suarez hits it. you look upon it as a direct free kick.
You are allowed to pass the ball to a teammate as long as the pass is forward from the penalty spot and the teammate is in a legal position at the time of the pass (onside and outside the penalty area, makes you wonder why more teams don't try this. It seems to be a far easier chance of scoring (when done correctly),(A Pires & Henry) guffaw, Then again you really shouldn't be missing from 12 yards anyway
Also the penalty taker cannot touch the ball again until another player has made contact. Remember the Diamanti penalty v Arsenal or Liverpool - I forget which, but he slipped on the run up so clubbed the ball twice as he fell but still scored! Goal counted though
Although it is legal to do this, I think it was a bit a lack of respect towards the opponents (the match ended 6-1). Players like Messi and Suarez do not need to do these things .He could do kick the penalty to him.
